Heat olive oil over medium heat in a small sauce pan. Add garlic and caraway seeds and cook and stir 1 minute. Whisk in the vinegar and honey, bring to a simmer to combine. Season lightly with salt and pepper, to taste
In a large bowl combine together the cabbage, apples, cranberries, and cashews. Add dressing and toss. Chill in the refrigerator for 1 - 2 hours before serving. Top with cilantro.
